Before a foundation gets poured, a ground up project moves through zoning verification, site plan review, land disturbance permitting, stormwater management approval, utility availability and tie-in agreements, and a building permit.
Each of those sits with a different reviewer, and several of them run in sequence rather than in parallel.
The mistake owners make is building a schedule that starts at groundbreaking. The schedule starts at due diligence, and knowing which jurisdiction you are in changes the timeline by months. The City of Atlanta and each of Fulton, Cobb, DeKalb, Gwinnett, and Cherokee counties run their own review process at their own pace.
Site preparation including clearing, grading, and erosion control. Stormwater detention and drainage. Utility installation and tie-ins for water, sewer, gas, electric, and telecom. Foundation and slab work. Structural framing in wood, steel, or masonry depending on the building type. Roofing and building envelope. Mechanical, electrical, and plumbing systems. Interior build out and finishes. Parking lot paving, striping, and lighting. Sidewalks, curbs, and ADA accessible routes. Landscaping and final site work. Signage coordination and permitting.

Not every ground up project should be finished out on day one.
If you are developing for lease, a cold or warm shell lets tenants build their own space and lets you get to a certificate of occupancy faster. If it is your own operating building, turnkey delivery makes more sense.
We build either. The decision affects your permitting sequence, your financing draws, and your leasing timeline, so it belongs in the conversation early rather than after design is underway.
